Powering Connection in California Through Infrastructure Investment

What’s new: In California, we invested more than $14 billion in our network from 2021-2025 to build more infrastructure and power more opportunity – and, with the ability to modernize our network in California, we’re committing to invest $19 billion more through 2030 to better meet Californians’ needs today.
Communities throughout California are seeing the impacts of our prior investment, including:
- More than $4.5 billion in Greater Los Angeles (Los Angeles, Orange, Riverside, San Bernardino, Santa Barabara, and Ventura Counties)
- More than $1.9 billion in the Bay Area (San Francisco, San Mateo, Alameda, and Contra Costa Counties)
- Nearly $1.1 billion in San Diego County (San Diego, Chula Vista, Oceanside)
- More than $1.2 billion in the Sacramento Valley (Sacramento, Placer, Nevada, El Dorado, Butte, Colusa, Glenn, Yolo, Sutter, Yuba, Tehama, and Shasta Counties)
- Nearly $1.2 billion in the Central Valley (San Joaquin, Stanislaus, Merced, Madera, Tulare, Fresno, Kings, and Kern Counties)
- More than $325 million in the Central Coast (Monterey, San Benito, San Luis Obispo, and Santa Cruz Counties)
- More than $350 million in the North Coast (Humboldt, Mendocino, Sonoma, Marin, and Del Norte Counties)
But there’s more: We said all along that updated policies will accelerate investment. As a result of updated policies, AT&T recently made an unprecedented in California over the next five years to accelerate modern network deployment. For years, we have said modernization would unlock investment, and we’re putting that into action now.

By investing in communities across California and the nation, we’re helping expand access, strengthen infrastructure, and unlock greater economic opportunity—fueling business growth, creating jobs, and helping more people participate in the modern economy.

How we’re making it happen in California: Committed to expanding connectivity, our investment focuses on all facets of the network—including fiber, 5G and FirstNet,® Built with AT&T. As we reflect on investments made over the last five years, our focus is modernizing California’s network statewide, helping ensure all Californians have affordable access to modern, reliable networks that give Californians the connectivity they need to thrive in today’s digital world.
- Expanding access to fiber: To help meet the demands for reliable, high-speed connections today – and in the future – we’re investing in our fiber network. With more than 11.5 million fiber miles in California, AT&T Fiber®is now available to more than 3.64 million customer locations across the state.
- With over 97 million fiber strand miles in 21 states, AT&T Fiber® now passes nearly 32 million consumer and business locations.
- When public entities team up with trusted providers, more Americans are connected to greater opportunity. In California, we’ve collaborated with localities to bring AT&T Fiber to more corners of the state.
- AT&T celebrated with Fresno and Kings Counties recent milestones to bring AT&T Fiber to nearly 2,900 previously unserved locations in both counties. These projects—enabled by Federal Funding Account grants from the California Public Utilities Commission and AT&T investment—will help connect more than 13,000 residents to reliable, high-speed internet.
- In October, AT&T and the San Pasqual Band of Mission Indians celebrated the expansion of AT&T Fiber to serve 100% of the San Pasqual Reservation. The fiber expansion was entirely funded by the Tribe to bring reliable, high-speed connectivity and access to opportunity for community members.

- Building networks for the next century: To reach our goal and help our customers upgrade to faster, more reliable services, we’re actively investing in modern networks that will power us for the next century. We’re working to exit copper-based services in the majority of our wireline footprint by the end of 2029. Throughout this transition, no customer will lose access to voice or 911 services. We’re here to make the transition from copper to new technology like wireless and AT&T Phone-Advanced, a digital phone service that uses our reliable wireless network and any broadband connection as a backup, as easy as possible for our customers.
- Today, AT&T Phone-Advanced is available throughout our footprint markets across 21 states, including California.
- Unlocking the power of 5G: From rural communities to urban areas, our overall wireless voice and data network covers more than 99% of all Americans, including California. Our 5G network using low-band spectrum reaches more than 320 million people in more than 27,700 cities and towns in the U.S.
- We’re ramping up performance in high traffic areas, like airports, stadiums and venues, including Golden 1 Center in Sacramento, Chase Center and Oracle Park in San Francisco, SAP Center in San Jose, SoFi Stadium, LA Convention Center, Dodger Stadium and Los Angeles International Airport (LAX) in Los Angeles, John Wayne Airport in Santa Ana, and Snapdragon Stadium in San Diego.
- For less densely populated areas, we’re expanding our 5G network so people there can have access to reliable connectivity.
- And we’re also working with AST SpaceMobile to offer a full suite of broadband connectivity: voice, data, and text in remote, off-grid locations. One day it may also support video services.
- We also launched AT&T Internet Air, our fixed wireless home internet service delivered over our 5G network, an all-in-one device that powers strong Wi-Fi coverage in your home.
- Connectivity when it matters the most: As public safety’s partner, more first responders choose FirstNet to reliably communicate than any other network. The largest network for public safety with nearly 3M square miles of coverage, we are building a network with and for public safety—giving them the reliable, dedicated connectivity they need when and where they need it. We’re continuing to expand FirstNet with purpose-built FirstNet sites— based on direct public safety feedback and network considerations — focused on rural, tribal and remote areas of the country. We are also launching the first mission-critical push-to-talk platform (PTT), FirstNet Fusion, that can connect teams across virtually any radio system or wireless carrier. A secure, one-stop shop for emergency response coordination, Fusion will eliminate complexities around group communication and bring together critical communications capabilities.
- In California, we’re connecting public safety agencies and organizations in nearly 1,400 localities across the state, including 29 Palms, Acampo, Benecia, Cayucos, Dos Palos, Gridley, Isleton, Long Barn, Red Bluff, Santa Ysabel, Shasta, and Tehachapi.
- We’ve rolled out Band 14 on nearly 6,400 sites across California to provide public safety with truly dedicated coverage and capacity.
And we’re not just investing in our network; we’re also investing in our communities. AT&T has committed $5 billion by 2030 to narrow the digital divide and help 25 million people get and stay connected to affordable, high-speed internet access and digital resources.
- To help bridge the divide in California, AT&T will distribute more than 5,000 free laptops this year to students, older adults and families served by community-based organizations throughout the state.
- And, as we modernize our California network ensuring broadband access for all, AT&T is opening six new Connected Learning Centers in 2026. Each site will provide high-speed internet, computers, digital skills resources and $50,000 in support for a local nonprofit partner.
Good news is always great to share. Here are a few highlights from the last year in California:
- September 2025 | As AT&T continues to invest in California’s connectivity infrastructure, we’re also delivering immediate, on-the-ground impact in communities across the state. Last year’s “Summer of Connectivity” initiative brought together nonprofit partners, local leaders, and AT&T teams to expand access to the digital tools and resources people need to learn, work, and thrive. From providing more than 5,000 free laptops and school supplies to opening seven new Connected Learning Centers, this effort is helping close the digital divide—one community at a time. Learn more.
- October 2025 | Reliable, mission-critical connectivity is foundational to keeping communities safe. Across California, Tribal Nations are turning to FirstNet®, Built with AT&T, to equip first responders with secure, prioritized communications—strengthening coordination, improving response capabilities, and supporting public safety in even the most remote areas. - April 2026 | Copper theft continues to pose a growing threat to connectivity and public safety across California—disrupting critical infrastructure and diverting resources from network modernization. In response, AT&T is taking decisive action to protect its network, strengthen enforcement, and build long-term resilience—ensuring Californians remain connected to the services they rely on every day. - May 2026 | AT&T is making its largest-ever infrastructure investment in California—committing $19 billion through 2030 to modernize its network and expand high-speed connectivity statewide. By accelerating the transition from legacy copper to advanced fiber and wireless technologies, this investment will bring faster, more reliable service to millions of homes and businesses while supporting the state’s long-term economic growth and innovation.
