Our Mission to Connect Californians
With the opportunity to retire our century-old copper network, we are announcing our largest ever investment commitment in California and putting our customers first.
- We are committing to investing more than $19 billion into high-speed network infrastructure across rural, urban, and suburban California over the next five years, from 2026–2030.
- Smart policies drive investment. With the ability to modernize our network, we are committing to invest $3 billion more in the next five years (2026-2030) than we invested in the previous five years (2021-2025).
- Overall, our announcement today will bring our investment in California to $35 billion over 10 years, from 2021-2030.
At the heart of all of this is our customers. Whether they are working parents, firefighters, first-generation college students, or retirees, our customers deserve access to reliable, affordable, high-speed connectivity. That is our mission and by modernizing our network, we are able to deliver better jobs, better value, and better access for our California customers than ever before.
Our Commitment to our Customers
What does this mean for Californians? Better services sooner—combined with a smooth transition. As we modernize our network over time, we are committed to putting our customers first at every step – by investing to deliver the best connectivity services that Californians are demanding and deserve, while also caring for the small number of customers that are still using copper landline services.
Our core principle is straightforward: no customer will lose access to phone or 911 services. Customers will have supported upgrade options, affordable paths to modern services, and the time needed to transition seamlessly. We are building networks for Californians today and generations to come to help connect more people to greater possibility.
The planned retirement of our legacy copper network over the next several years creates an important opportunity to expand our fiber and wireless networks—enhancing resiliency, broadening affordability options, supporting good-paying jobs, and building a more energy-efficient network for the future.
This is not just an investment in our networks; this is an investment in the families, businesses, and first responders we serve in addition to the people who help build and maintain them.

Good Jobs and Job Growth
None of this is possible without our dedicated and skilled workforce. Increasing our investment to meet California’s demand for better connectivity means increasing our investment into the people who build, maintain, and modernize these networks. This transition and our commitment to expand fiber to more Californians will allow us to hire hundreds of technicians with good paying jobs.
And as technology continues to evolve, we will keep working alongside labor partners to support our highly skilled, union workforce—including technicians and customer-facing professionals—who are vital to serving our communities.
Access to Affordable Services
Access to low-cost plans are available to eligible customers in order to help more Californians move to affordable and upgraded services—such as Access from AT&T, our home internet program designed for limited-income households.
AT&T Phone – Advanced is also an affordable and more reliable home phone service that works like a traditional landline. And customers can keep their same phone device and phone number for comparable or less cost than traditional landline services.

Building Stronger Communities
Adopting today’s connectivity services, and knowing how to take advantage of the resources, opportunities, and security these services provide, is critical. That’s why we continue to expand our AT&T Connected Learning Centers, digital skills training, and device distributions to help more Californians get online and stay connected, while also delivering connectivity to more public safety agencies across the state than any other provider.
- We’re committing an additional $1.2 million to nonprofits across California focused on closing the digital divide, disaster preparedness and support for older adults and tribal members
- Distributed more than 31,000 devices to students and families in California since 2021 and continuing to connect thousands more this year
- Supporting public safety agencies and organizations in nearly 1,300 localities across California with FirstNet®, Built with AT&T
- Expanding our AT&T Connected Learning Centers to 23 this year to reach even more California communities, and hosting more than 30 digital literacy workshops across the state in 2026
